If i get a card with 0% BT and 0% purchases does the 3% fee get charged at 0%??

Credit Card companies just pay each other the money. Eg pay off your balance with your old cc company and then load the balance to your new cc.

Hi, Does anyone know of a credit card that has 0% Balance Transfer Rate but with no handling fee. Im sure that i saw some a couple of weeks ago but now i cant find anything??? Help!! Thanks
