    Phone Virgin Mobile Customer Services on 0845 6000 789 and ask to buy a phone WITHOUT a SIM. Bear in mind though, that it will be locked to the Virgin network.&nbsp; Also, I think other networks will sell you a phone without a SIM.&nbsp; Best to go into the Specialist Shop for the actual network, NOT middle-men like Carphone Warehouse etc...

    Tesco Mobile have an economy tariff called Tesco Value which won&#39;t support MMS, GPRS or Roaming but allows international calls from the UK to a lot of overseas countries (as well as very competitive inland cross-network mobile and landline calls)&nbsp;and for Ireland at 20p per minute when calling from the UK, Virgin Mobile are very reasonable ...
