I would recommend speaking to the Consumer Credit Counselling Service (CCCS) who will be able to talk through your available options. The CCCS are a debt management charity and so do not charge for their advice.

I noticed that you said you had more money going out than coming in. As a first step I would suggest writing all of your monthly income and expenditure down and seeing how much the deficit there is, and whether there are any areas you can make savings.

Thanks, I got the info about the 1st December from the BBC when they were talking about a possible early election a few months ago. They said that the main electoral roll update is on 1st December.
Let's hope my council is efficient!

I agree, call them. I previously was in a similar situation with Barclaycard and they reduced my rate from 19.9% to 17.9% and then down to 14.9%. To put it into context this was over a three year period and because I had paid more than the minimum for a couple of years prior to this.

I understand that usually the information is passed on to the credit reference agencies either straight away or on 1st December when they do a large scale update.
