I think this is an incredibly difficult question. On the one hand, I don't think we should tolerate uninsured drivers - anyone can have a knock and the innocent motorist should not have to pay and take the insurance hit.
Having said that, if younger drivers can't afford the premiums then some may find it more difficult to find work - that seems pretty unfair to me.
I think there should be more ways for young drivers to prove they are safer than their peers. That would not only make insurance cheaper for safer drivers, it would hopefully encourage safer driving - meaning premiums could fall for all.
I have to admit, I am not entirely sure what these additional methods of testing would be, though.
