Does anyone know of a holiday travel insurance company who will provide insurance to cover driving of a motor car in Mexico (or can suggest a solution)?

Our son has recently had a very unpleasant (and expensive) experience where he believed that he was insured. He had taken out insurance with the car hire company (which we discovered only covered damage to the vehicle) and "travel insurance" with the little phrase "excluding use of motorised vehicles" which meant that he was not covered at all !!
