There will be charges.
Credit cards are not for transfering money but they are for borrowing money. You can borrow cash on your credit card simply by walking into a bank, handing your card to a cashier and asking for a cash advance. The charges might be a 3% fee plus interest until you repay the debt. Unless there is a suitable promotion on your card, any "transfer" will count as a cash advance but you could probably do it over the phone if you didn't want to visit a branch.
It is very easy to spend or get cash with a credit card. The hard task and the task that you need to plan for is paying off the debt that comes with choosing to use credit cards.
