    Thanks for your post, in answer to your question:

    Be* if available in your area do offer this but they do charge for it,
    DST offer this a standard,
    Eclipse also offer this a standard,
    NamesCo can do it for £3 per month and
    Madasafish offer it a standard too.

    I have chosen these suppliers because they also have the highest customer support reviews. Given what you want to do my advice would be to speak to Eclipse on 0845 1224 111.

    The Entanet resellers offer a group of 8 static IPs free with their Home and Office MAX deals. However, you don't really need a static IP as you can utilise the services of a redirector such as No-IP - no-ip.com.

    I wanted to know what a static IP was so I Googled. Then I thought what can I do for you pending possible expert replies here so I Googled "broadband providers who issue static ip address". I don't think it'll waste your time and you'll see "broadband choices"
