Do I have to pay Self-employed class 2 National Insurance contributions even if I won’t have paid enough for that year to count as a qualifying year?

How many weeks national insurance do you have to pay for it to count as a qualifying year?

The reason I ask is that I am in arrears for the year 2009/2010 and the deadline to pay it is 31^st January 2012.I’ve been told different things when I have rung the HMRC-2 advisors have vehemently told me not to pay, whilst another has told me I must.
