Anyone got any idea where I can obtain a PDB converter (preferably free)

The bad news is that whilst .pdb is accepted as being the filename suffix for a data file produced by (or for) the Palm range of handheld personal data assistants (PDAs)*, it does not refer to a unique technical file structure type. In other words, differing Palm applications can each produce .pdb files as data, but with entirely different data structures.
On the positive side, if you can find out which application produced the file to which you refer, there might well be a way of converting it for use by Access (forget Excel, it produces spreadsheets, not databases, no matter what kids are told in school these days...).
* It is also used by Microsoft's Visual Studio for "Program Database Files", i.e. files containing debugging and project state information, but that's just for info, and to explain any confusion that MS might have caused by doing so. Of course, MS doesn't recognise any standards except its own**, so confusion is thereby inevitable.
** How many Microsoft employees does it take to change a light bulb? None... they just redefine darkness as the new Microsoft standard for lighting systems... :-(
