    As far as I am aware, normally, it has to be a medical doctor who signs a death certificate.

    However I have read that a paramedic may sign a death certificate as long as no unusual circumstances are evident. For instance a very old person who has clearly died of natural causes, and there are no suspicious circumstances.

    If there is doubt, then a coroner can order a post mortem examination, which is always carried out by a medical doctor to ascertain the cause of death.
