As a british ex-pat ie non UK resident, I have found that many travel insurers will not sell travel insurance to non-UK residents.
The same is true of many finacial service providers and many types of financial and insurance product.
There are some exceptions but they are hard to find, you usually have to email each provider to ask, as it is often not obvious from their websites. My particuular gripe at the moment is travel insurance. It would be useful if moneysupermarket, could help by allowing residence as a criteria, when make price comoparisons for travel insurance and other financial products.
