Having to pay insurance for written-off car

A few weeks ago my son was involved in a road traffic accident. He was waiting to turn right at a junction. A woman driving a 4 x 4 in the oncoming traffic drove past the road he was waiting to turn right into and entering the 'yellow box' at the junction. He then started to turn right. However, the woman driving the 4 x 4 suddenly reversed into him, damaging the front of his car, and shunting his car into another vehicle which damaged the back of his car. She then drove off without stopping. She later claimed that the reason she reversed was because she had suddenly realised that she was actually stationary in the yellow box and knew this was wrong! She also claimed that she didn't stop after the accident as she was unaware that she had reversed into another car!! My son was provided with a courtesy car but has been told it has to be returned today otherwise the cost of hiring the vehicle will exceed the write-off value of his car, and they have also taken all the documents for his car off him, ie. insurance, MOT, log book, etc.. Furthermore, the insurance company, which I believe is Lloyds TSB, have told him they cannot pay him the write-off value of his car until another 6 months has elapsed "in case either of the other 2 parties make a claim against him", and that he has to keep paying them his car insurance premiums during that period. Without the money for his written off car, my son, who has no savings, is unable to buy another car. As he has a driving job in which he has to use his own car, this means he will be losing his job today as well as the courtesy car, and therefore will not be able to pay the insurance premiums. Considering that he did nothing wrong, this situation is grossly unfair. Can Lloyds TSB really do this to him?
