what credit card companies are willing to set up a loan to replace credit card balances to allow those struggling to cut down on interest rates and ease situation?

Most companies are willing to freeze the interest and cancel the card under certain circumstances but it's better to put the finance in place at an interest rate that you are comfortable with before, not after, you decide to spend.
