Complete Oil Central heating system - advice?

Im in the process of getting quotes for a complete Oil fired central heating system (cannot get gas due to restrictions), external oil tank (Titan 1225TT) and boiler etc etc. I've had various quotes with differing ideas and to be honest Im getting quite concerned about which solution is best. The two options on the short list are :

    1. EXTERNAL COMBI BOILER (Grant Vortex HE26) sited in garage - heating run off normal MAINS pressure, rads etc and hot water cylinder removed from bathroom etc.

    2. INTERNAL BOILER FROST PROOFED (Grant) sited in garage - with current water cylinder replaced with High pressure cylinder, rads etc.

In your professional opinions what would be your preferance and can you give me any further questions which I should be asking to work out the best way to go. Its not all about the cheapest option I want to get the best solution, thanks in advance.

I have a (gas) combi boiler, and it is a damn nuisance. If I wish to wash my hands in hot water after using the lavatory, I have to let the water run about two minutes before it gets warm.

The cylinder will be slighltly less efficient, but I would choose one over my present arrangement.
