Immo,
Yes a charge may appear if you are cancelling your contract from a fixed tariff. By this I mean a tariff whereby your are meant to be signed to that contract until, for example, 2010.
Many of the leading energy suppliers are launching these types of tariffs in order to pin customers down.

Hi A penalty charge for what ?
Changing no way as long as they receive at least 28 days notice from your new suppier which is done automatically by your new supplier

Kevin is exactly right and if you can save money now then make that switch.
Energy contracts last for 28-days as this is normally the amount of notice required to cancel. At the moment, there are no restrictions to changing your energy suppliers as frequently as you like and i would advise that you look to do this atleast twice a year.
Switching supplier is also a very straight forward process and can be done online using moneysupermarket.com. Swtiching supplier will normally take between 4-6 weeks.
With regards to which one to apply for, i would recommend that you look at the online tariffs. These provide better discounts and make managing your bills alot easier.

Hi Spring is a long way off and the talk is just that "talk" go to the websites that give you a saving NOW and when spring comes and there are cheaper deals change again.
It is FREE to change the only hassle is to complete the paperwork but hey if it saves money then I don`t mind a little paperwork "ANYWAY MOST OF IT IS DONE OVER THE INTERNET AND ALL YOU HAVE TO DO IS SIGN AND RETURN DOCUMENTS" i have just moved from Powergen to "Believe it or not BRITISH GAS" they have just announced an online only Green tarrif. Meter readings online , paperless bills, as you get your bill online Direct Debit payments monthly etc.
it all cuts down on cost so they can pass savings on through cheaper tariffs, not for everyone
Checkout your personal details as regards usage etc.

i receive my gas & electric through powergen, and am thinking of switching to a new cheaper supplier, with talk going on that power prices will be lowered in spring would it be better to wait til' then ?.
