Many thanks to all who have made suggestions, so far with no result. But any other advice or suggestions would be very welcome, before I pull the last remaining strands of hair out. Surely there must one insurance company that would welcome some low-risk business.

Yes, could be it was acceptable practice two years ago as I cannot imagine Peter would have advised anything illicit, and perhaps they have tightened the rules, as you said, to exclude immigrants from playing the sysyem. Nevertheless, it is still crucially in your interests to be honest and provide all accurate disclosure details.! Will keep looking around for you,

I have read that post from 2007, but thanks anyway.
I made this suggestion to some of the insurance companies, and they told me that this would invalidate the insurance as I would have lied on the application, and would therefore be, not only uninsured, but liable to prosecution for providing false information. It seems like I'm shooting myself in the foot by being too honest.

If you go to http://www.aviva.co.uk/contact-us/ there is are a couple of numbers that should work from overseas (you have tried one already) - General Enquiries - 0044 1603 622200 - If calling from abroad - 0044 1603 208931 But don't let them say "you need to call another number for that department" if that other number starts 0845, 0800, 0844, 0870, etc.. You will need a number that starts 01 or 02 (or 0044). Also their head office number is 0044 20 7283 2000. They wont deal with quotes on that number but they should have a directory of numbers other than the 08** numbers. I'm surprised that you've not got through with the other numbers. You've presumably not got any international restrictions on you phone?

Just tried Aviva and got the same answer. It looks like I either drive it uninsured (not legal) or transfer the car to someone else and let them insure it with me as a named driver.
What a b****dy ridiculous state of affairs.

Thanks for the suggestion but I have tried the saynoto0870 web site. My dad even gave me his local Aviva office phone number (an 0115 number), but I got the same Spanish message when I dialled it. "El numero marcado no existe" (sorry if my Spanish is wrong). I know that the number does exist, so I am assuming that Aviva block all international calls.
I have tried several different companies, and also a couple of brokers that I found from a Google search and others, all with the same result. I've even sent emails to 10 Downing Street and David Cameron, asking if they can solve the dilemma. If I can buy a car as a non resident, the government require it to be insured, but insurance companies won't touch it, what am I supposed to do? I wonder if I'll get a reply? Not sure what to try next.

I've tried the number for car insurance from their web site, and my father has given me two other numbers to try, including a normal landline number for his local office. But each number is reported by Spanish telecoms as 'number does not exist'. It seems as though Aviva won't accept calls from abroad.

Mike Yes, you have to phone them as online sites do not cater for it. When you phone them, ask for the Insurance that is suitable for non permanent UK residents. I have personally not placed this type of business with them. The answer that Aviva should be able to help comes from a broker who has. Huckster

I tried the Aviva web site, but before I could get to the quote page, a page came up with two tick boxes. One to confirm that I was a UK resident and Two to confirm I'd read their T&Cs. Perhaps I should find a phone number and try to get to speak to a human being. The human beings I've spoken to so far have been of no assistance whatsoever, just telling me they can't help as I'm not resident in the UK. As far as giving my father's address as mine, the insurance companies have told me that would breach their conditions and invalidate the insurance leaving me uninsured. Not something I want.
