Not normally if you don't have Insurable Interest. If you wan't to drive someone elses car, ask them to add you as a named driver or temporary add driver.
There are some companies that can supply Insurance for hire cars, for which Insurable Interest is conveyed to you in the legal contract you sign when hiring.
If you own a vehicle, check your certificate of Insurance to see if it provides 3rd party cover for driving other cars. As this is only 3rd party cover, this should only be used really as emergency cover.
There are also companies that provide temporary insurance policies to cover other vehicles. Do google search for temporary Car Insurance for details.
