I have always been with ScottishPower on their online capped prices as they offer very good value for money, if your online you get extra discounts aswell.

I snapped up their fixed price 2011 tariff in may of this year which I know was stopped and replaced with their Sept 2009 one, but still this was mentioned by the martin lewis guy as the best one in the market. So my advice would be to sign up direct with Scottishpower as I have checked and it isnt available via these broker sites anymore so can only imagine its via them direct, their sales number is 0800 400 200 (dug that from old correspondence I had with them)
