Phone Virgin Mobile Customer Services on 0845 6000 789 and ask to buy a phone WITHOUT a SIM. Bear in mind though, that it will be locked to the Virgin network.  Also, I think other networks will sell you a phone without a SIM.  Best to go into the Specialist Shop for the actual network, NOT middle-men like Carphone Warehouse etc...
