I would have agreed until the thread mentioned above where the actual situation was dug out in great detail. The Road Safety Act of 2006 (or last year not sure) does actually seem to make it an offence to have an uninsured non-moving vehicle on the road or public place . . . But, it was pointed out, it is an enabling Act and no regulation has been published bringing it into effect.
The MIB are not just about cars. They have a remit covering any damage caused by an uninsured vehicle on a road or in a public place not only to cars but to people and property. A stationary vehicle out of use is, neverthless, property. It is interesting that the MIB wriggle as much as the insurance companies who own and operate them.
Coney is also wrong in that you should not have to insure your vehicle or any other property against the negligence of another. That is their risk, their responsiblty. I'm afraid I really detest this 'blame the victim' kind of attitude. It usually evaporates once the victim is the whinger him or herself.
