Does you modem or router report any line stats (namely attenuation and SNR figures)? If so could you post them here. If you PM me your PlusNet username I can take a look at your account too to make sure nothing's amiss there. I'm about 2.32km from my exchange and tend to get between 3-3.5Mbps.

i have already given my Username to chriscotterill in the second page of this thread, he looked at my account and said there is nothing wrong from "their" end.

the connection speed between my laptop and router is about 54MB. 

i don't think it is of any use now as i have notified PlusNet of my desire to leave.
