Probably yes, at least in relation to obvious safety related issues. But even if not "standard" your argument is a losing argument.
The *real* issue is the "she was told it had to be done that day because the car was illegal to drive anyway" remark. Even it was "illegal" to drive that is not the dealer's job to police. Of course we're talking car dealer here and probably a male mechanic talking down to a woman.
I would find out what the nearest "fast fit" type of dealer would have charged for similar work (tracking and new tyres) and focus on the (alleged) misinformation. I say "alleged" because of course the dealer will deny saying *exactly* what is reported.
