I don't know if it would help but have you tried emailing any suppliers/manufacturers of Solar Panels as it must be part of their sales patter to be able to advise on buybacks of electricity.
BTW have you heard about the newer generation of Solar Film Panels in the States, a small company (part of a Uni) were designing and manufacturing them but I have a feeling they will probably be bought out by a larger company before they get too successful. They can actually print these Solar Films out using inkjet technology (not PC World stuff!)
The price of Solar Panels is now coming down quite quickly over in the USA, so news must be doing the rounds there
