Scott Byrom, utilities manager at price comparison website moneysupermarket.com, said: "Older people are increasingly made to feel like second class citizens in this country and today's research proves that the level of poverty many of them face is unacceptable.

Sky high energy bills are a contributing factor to this. Despite price cuts by the big six energy providers this year average annual utility bills are still topping £1,000. Action needs to be taken now to prevent the number of people in fuel poverty escalating.

"There are several schemes in place to help make energy bills more affordably for the elderly. Those over 60 are eligible for winter fuel payments of £200 per year. This increases to £300 for those over 80*. Similarly, for those over 70 providers are offering help with energy efficiency and insulation which can cut bills by up to £265** a year.

"In the first instance I would advise anyone worried about the cost of their energy bills to scour the market to find the best deal available.  You should contact your local council to see whether you qualify for grants or discounts to help improve your home's energy efficiency. It is also important to be proactive and contact your energy supplier to see what options are available to you. Likewise, energy suppliers need to ensure adequate support is readily available and help is delivered efficiently. For those who do not have easy access to the internet, I would advise people to contact moneysupermarket.com's telephone customer service team to get help and advice on their next steps."

* Age Concern: http://www.ageconcern.org.uk/AgeConcern/info_guide_10.asp#Help_with_heating

** Based on average consumption and 45% of energy being used in Winter (against a £1,232 average bill) = £554.40 Winter bill. According to the Energy Saving Trust, loft insulation and cavity wall insulation save £150 and £115 per year respectively. If a property was to get this installed it would reduce their energy bill by 21.5% meaning an annual saving of £265 and a winter saving of £120.
