    I am foreign, but live in United States.

    How to get a Prepaid Debit card, with internet load, if I am not resident in UK?

    You simply go into any shop with a PayPoint or e-pay sign and ask for one. They are expensive things to use and you should try to get a bank account with a proper debit card first.
