It is NOT permitted for an address to be 'blacklisted' and if this is what you suspect AND can prove, then you need to contact the CAB or a solicitor.
The only thing you can do is to check YOUR credit record against the address and make sure that you have not been listed as a co-debtor or 'linked' person. If there is anything wrong, you can apply to have your record cleared, My anger is that YOU have to pay if this is the case for something that is not your problem.
