After lots of increases in charges BT are to soon make available a BT Basic line rental that will cost £13.50 per quarter. This includes a £4.50 calls allowance. Unfortunately this is only available to subscribers on some benefits, so not all poor people will qualify (ie, those who only receive housing benefit will not be eligible.) And unlike the light usage scheme you will be allowed to take broadband on the line.

Unfair (as ever) to the working poor but at least it is a start. £45.75 reduced to £13.50 per quarter
